As part of the Comprehensive Spending Review 2007, the Government has changed the framework of Public Service Agreements (PSAs).

There are now 30 cross-government PSAs, each with supporting indicators, which set out the Government’s priority outcomes over the period 2008-11. For each PSA, there is a lead Department and a number of contributing Departments.

Each PSA has a Delivery Agreement that sets out plans for delivery and the role of key partners. Further information on PSAs is published on the HM Treasury website.

In addition, in order to reflect the totality of the work carried out by individual Departments, each has agreed a set of Departmental Strategic Objectives (DSOs). In addition to the commitments set out in the PSAs, these list the Department’s priorities over 2008-2011, Both the PSAs and DSOs came into effect in April 2008.

Our Public Service Agreememt
DCMS leads on one PSA (PSA22 - Olympics and PE & School Sport) and contributes to six others. The aim of this PSA is to:

"Deliver a successful Olympic Games and Paralympic Games with a sustainable legacy and get more children and young people taking part in high quality PE and sport."

This has five supporting indicators:

Meet critical milestones for venues and infrastructure up to 2011 with budget and applying effective change control.
Plan for improving the physical, economic and social infrastructure of East London developed and agreed with key local authorities and regeneration agencies, and pre Games elements implemented by 2011.
Red/Amber/Green (RAG) status of delivery of the Olympic Delivery Authority sustainable strategy to 2011.
Number of people across the nations and regions of the UK and in other
countries taking part in government-supported programmes associated with the 2012 games.
Percentage of 5-16 year olds participating in at least two hours per week of high-quality PE and sport at school and the percentage of 5-19 year olds participating in at least three further hours per week of sporting opportunities.

In addition DCMS contributes to the following PSAs led by other Government departments:

Raise the productivity of the UK economy
Improve the health and wellbeing of children and young people
Increase the number of children and young people on the path to success
Address the disadvantage that individuals experience because of their gender, race, disability, age, sexual orientation, religion or belief
Increase long term housing supply and affordability
Build more cohesive, empowered and active communities

Departmental Strategic Objectives
As part of the settlement, the Department agreed a new set of strategic objectives for the CSR period. They are designed to complement the Public Service Agreements and focus the Department’s priorities.

The objectives for 2008-2011 are set out below:

Opportunity: Encourage more widespread enjoyment of culture, media and sport
Excellence: Support talent and excellence in culture, media and sport
Economic impact: Realise the economic benefits of the Department’s sectors
Olympics: Deliver a successful and inspirational Olympic and Paralympic Games with a sustainable legacy

Value for Money Delivery Agreement
The Department also has a target to achieve 3% annual Value for Money savings. Details of how we will make these savings are set out in our Delivery Agreement.
